Unless otherwise notified, the original invoice, referencing the purchase order number, should be submitted to:

Under normal circumstances payments will be submitted for processing and a check will be issued within 30 days.

1099 REPORTING:

DeSoto County requires all vendors to submit a W-9 form to be set up in our accounting software before a Purchase order can be issued..  This enables us to establish records in our system for IRS 1099 reporting. This form can be obtained through the Administrative Services office (863)993-4816

TAX EXEMPTION:

DeSoto County is a governmental agency that is exempt from certain taxes.  The current sales tax exemption certificate can be provided upon request.

ANTI-COMPETITIVE LAWS:

DeSoto County fully complies with all regulations and cooperates with the Florida Attorney General to report and monitor all procurement activities with evidence of anti– competitive practices, such as price fixing, bid rigging, collusion, etc.

GIFTS AND GRATUITIES:

No employee shall solicit or accept any gift, gratuity, favor, entertainment, loan or any other item of monetary value from any organization, business, firm or person who has or is seeking to obtain business with DeSoto County government or from any organization , business, firm, or individual whose interest may be affected by the employee's performance or non-performance of official duties.

VENDOR PROTEST:

A vendor who wishes to protest the recommended award of a bid may do so by following Florida State Statute 120.57(3); Only those who submit a bid or no bid may file a bid protest.

STATE CONTRACT BUYING:

State Contracts are issued by the State of Florida, Department of Management Services, Division of Purchasing for use by ALL agencies and political subdivisions in lieu of seeking competitive bids of their own. The County receives and gives consideration to the Contracts available when it is in our best interest to do so. If the County uses any of the available State Contracts; the requirement for other competitive quotes is considered however it is not required.

BID THRESHOLD

Less than $2500 (including tax & shipping) Purchases less than $2500 may be purchased from any source. A purchase order must be approved by Department Director prior to placing the order. If any single item has a value of $1000 quotes must be obtained for that item.

More than $2500 (including tax & shipping) Purchases more than $2500 require 3 written quotes but must be submitted on a typed or printed purchase requisition for approval and a purchase order to be issued by Purchasing to the vendor. Departments may enter their Purchase orders if desired; however Purchasing must be provided quotes before Purchase orders can be approved and the order is placed.

More than $25,000.00 When a purchase exceeds $25,000.00, formal bidding by the Purchasing Department is required, which includes placing a legal notice in the newspaper, sending bid invitations to interested bidders, and formally opening bids at a designated time and place. The Board of County Commissioners must approve the award.

SPECIFICATIONS: 

The County requires certain standards for quality and performance of goods, services and equipment based upon the needs of our departments.  At times we may seek assistance from you, the professionals in your fields, to aid in the development of these standards for competitive bidding.  Such assistance is greatly appreciated but offers no preferential treatment or inside knowledge that is not made available to all in an effort to promote  fair and open competition.

BID "PIGGYBACKING":

In lieu of seeking competitive bids, and by mutual consent of the County and the vendor, the County has the option to purchase under current contracts from other governmental agencies, school districts and other special districts at the unit prices offered in their bid documents, if such purchase prices are to the economic advantage of the County.
